- In dienst van de East Indian Company was hij in 1816 de opvolger van Raffles als luitenant-gouverneur. In hetzelfde jaar moest hij Indië weer teruggeven aan de Nederlanders in verband met het Verdrag van Wenen van 1814.
kwam 12 Nov. 1779 in Britsch-Indië aan, werd in 1782 assistent te Moorshedabad; in 1783 secretaris bij de inl. rechtbank te Nattore; in 1788 onderkoopman te Moorshedabad; in 1790 secretaris bij de inl. rechtbank aldaar; in 1794 opperkoopman en rechter te Midnapore; in 1799 rechter en magistraat te Moorshedabad; in 1801 id. bij het Hof van appel te Dacca en in 1806 zout-agent te Irimlook. Hij vertrok in 1809 naar Europa, maar keerde in 1815 naar Indië terug. In 1816 werd F. als opvolger van Raffles benoemd tot luit.-gouverneur van Java en onderh.; 12 Maart 1816 trad hij als zoodanig op en had in hoofdzaak tot taak het bestuur over te geven aan de ned. commissarissen, die bij zijne aankomst op Java reeds op reis daarheen waren. Intusschen bleef het britsche gezag nog gehandhaafd tot 19 Aug. 1816, toen de bezittingen door F. aan de ned. commiss. werden overgedragen. Naar Britsch-Indië teruggekeerd (Juni 1817), werd hij in 1818 jongste rechter in het opperste gerechtshof, in 1820 derde lid van den hoogen raad van Indië en in 1824 president van den 'board of trade'.
